This is a common tactic. So let's say bottom line is 45k, and priced at 47k. Dealer gets a few offers at 5k less and does not sell. Raises price to 52k, and now a 5k off offer is a sale. It is sort of like suit dealers. They says buy an $800 suit and get 3 free. What you are actually buying is 4 $200 suits.
