I had a shop flush the power steering system and found metal shavings. They say it's a sign that the pump is on its way out. Due to my negligence, I was probably driving around on a dry pump for quite a while. The flush did seem to make the whine go away while driving or at least it's quiet enough now to where I can't really hear it while normal driving
