I agree.
My personal preference for a great value performance tire on a 3000 budget is the Hankook Ventus V12 Evo, as far as good rims, its going to be difficult.
Hate to say it but You might consider the ForgeStar F14 from **********s. Its a gorgeous rim and you might be under 3000 with tires if you go with F14's and Hankooks
That being said, the ForgeStars usually have a long lead time for construction.
