Yes, they look better when on, but cost way more as well (and require you to open your headlights which could lead to condensation getting into the headlight later on).
Also, when off, OSS's look very yellow because of the LED circuit's which are yellow. I love the look when on, and think it looks the best. But when off, they also look the worst.
Another problem is that some of the OSS's have a big spot missing from the "eye" at the very top. that also makes it look bad.
