Cars have kept climbing up in HP over the years. So much so that they're at the point where many adults don't even have the wherewithal to drive them safely. A child should not be driving a 400+ hp car on the streets no matter how responsible they are. The lack of experience means that they are more prone to make mistakes - with more power, the shorter the time to react to recover. Higher power means higher speeds and the risk and gravity of injuries increases accordingly. It's a very bad idea.
