It's a shame and even a crime that the city government won't own the problem. Pass and enforce loitering and vagrancy laws. Provide shelter, care and rehab via charity organizations and build new government institutions to house and care for the mentally ill. Taxes are so high, some money could go to build new facilities. Repeat offenders or those not willing to help themselves or take help offered get put in jail. If none of that works the kind and compassionate city leaders that foster this tragedy should open up their own homes as safe injection sites.
