Let's not forget that Dawn doesn't completely come off when you wash your car. It's dish detergent. It's meant to come off with hot water, not cold water. I've previously used Dawn to wash my car and have come to find that when the hose has been heated by the sun and the initial spray is hot water, you can see suds from the previous wash.
In short, Dawn comes off with hot water, not cold.
