If you define GOAT as most successful/reliable/consistent, then yes, I agree.

But when you're talking about the greatest of all time, you gotta look at those who revolutionized the position of quarterback. Don't think it's fair to just name one quarterback and overlook Cunningham or Vick, who revolutionized quarterback mobility, or Rodgers for his ability to discipline his group and test opposing teams' discipline, or Peyton Manning for revolutionizing the option offense and play-calling, etc.
