Centripetal force while driving will not allow much water to hit your rotors, also BMW and I'm sure other manufacturers do this; but when its raining the car will clamp on the rotors to dry them(brake drying...research it). Its much different than driving around to purposely get the car hot and then spray it with a stream of water from a hose.
