Bolt and washer just need to be removed.
EDITED TO PREVENT CONFUSION: These two pullies are different sizes, 70mm OD for the alternator/water pump tensioner pulley and 65 OD for the power steering/AC compressor tensioner pulley. Also I believe the country of origin has changed for this INA boxed product and I think the bolt hole was changed to accommodate a less expensive or different bolt design. Here is the latest info as of Dec. 2020:
