Not saying it was ok of the BMW driver, in fact, if I were in the truck I would have just kept going and rammed the car.... but in some countries (maybe not this one) it's illegal to pass on the right. So an asshole driving slow in the left could mean you getting a ticket if you pass him, and people are much more aware about slow left lane drivers.
