Wow that is disappointing to hear.. as a customer you would hope the headlight mod expert would have some level of quality control.. (or care factor for that matter) no matter how many headlights they turnaround.
I finished my own headlight mod recently and any DIYer would know that mounting the rings to the shrouds solely with double sided tape will never be sufficient for the rings to stay in place. There is not enough surface contact area for any longevity in this situation..
you definitely made the right decision to go somewhere else for the fix..
