Sorry, forgot to update. I replaced the driver's side but it did not help. Ive tried half a dozen times to get the passenger side out but have given up and will have to take it to the shop to get that one done. They require a lot of force to get loose and while I can get a socket on it with a wobbler I can't generate enough force to break it loose. The angle is almost 90 degrees and it just won't go. Yesterday I had my wife start the car while I had my hand on the tensioner and I could feel the noise pretty strongly so I'm confident it will fix the problem once replaced.
If you removed the passenger side wheel, fender liner and if necessary the reinforcement plate, you should be able to access the tensioner.
