Fill while it's running. Shutting it off allows the fluid to settle into the pan again and you end up with less than you wanted.

To confirm the process, let the car cool down, jack up passenger side for some nice tilt, one person starts car and turns it on, runs at 2K for 1 minute. Question - is the car running when the you fill, or do you turn it off, then open the port and fill?
