Ended up settling with him.
Seems like Mob Customs (1st shop was the one causing all the confusion+some misscomunications between me/1st shop owner and 2nd shop owner) +nothing in writing,
Ends up 2nd shop owner is getting screwed out of $3700 bucks so is in worse shape then me, so I settled for $1000 out of the $2200 he was demanding for the release of the car.
I am supposed to pick it up today.
I will tow it home and when the new wheels arrive will take them to Rainier's house to finish the body work.
Just glad this dramma is near over, and I can continue the build.
