Does anyone know if you can install the Autozone's
"Bell / Adjustable license plate mounting bracket" without removing the bumper?

link to the original thread on the main forum by khaye1 back in April. You can see how he attached it to the grill in the bumper.
I used the search function and can't seem to find anything on how to remove the lower grill in the bumper? Is this possible or do I need to remove the whole bumper?
