Yes you can just wrap them and have the same result. It's looked at as temporary as the wraps or clamps could loosen or fail over time. You still have to weld the muffler housing back together so a welder is involved no matter what. If the welder is already being used, might as well weld a new pipe section in.
No it just changes the sound of the car. No tune needed. A tune is only recommended when removing the cats from the car. No car need a tune for a simple muffler replacement or modification.
