Something is wrong with the type of resin you are using.

Since you are working with a larger area... You need to basically sand down into the where the fibers are pretty much. You didn't sand enough from the looks of it.

After sanding it and applying it on the bare CF surface, it should look like glass.
The globbiness is probably from where air got into the clear resin. When you stir the two-part solution of resin make sure you don't stir it vigorously.

From what I see now, I would try to sand again and try to polish to see if it makes any difference. Otherwise redo the job with a different resin.
