They already make the original 18" and 19" for the M3. Those sizes are for other cars.
To answer your question on who would want the 40 series 19" tires, I looked at one size, 285/40R19.
The following brands all would use that size if running a 19" wheel. Did not include every individual model in cases where more than one model for a given brand was compatible.
