OP, If you decide you want to purchase that car, I'd go in and offer what you want to pay for it. I'd politely point out that you noticed they raised the price recently and that hasn't helped sell it. I'd try not to come off as condescending or snarky since its their car and can do whatever they want. It will put you in a good situation because it should be very easy to walk away if they don't hit your price point.
