If you bought the kit used, that further validates what I mentioned. That bearing are likely okay as long as it has not been exposed to the elements, but once water and dirt gets in, it's all over.
If you are able to peek inside the plates, you may see the bearings. The bearings should be able to be replaced separately. They should be around $15 each.
