I think this list has a lot to do with states need for money. Since Prop 13 shut down a lot of property tax revenue in the late 1970s, CA has increased the fees and fines on everything, to stratospheric levels. The cost of the fine itself isn't so bad, but there are typically many additional fees tacked onto a ticket, that it can easily increase the cost 4-7x
Doing 1-15 over is $35. Then the state mandates a 20% surcharge on all traffic citations. Then on top of that:
- court operations assessment - $40
- conviction assessment - $35
- state penalty assessment - 100% of fine
- county assessment - 70% of fine
- dna identification fund assessment - 40% of fine
- state court construction assessment - 50% of fine
- EMS assessment - 20% of fine
And then any local assessments....
