With that article, I guess you have to key in to the criteria for the rankings being around reckless speeding instead of just simple speeding. With that in mind, I'm surprised and not so surprised about Delaware being so high on the list. Surprised because, I have blown through speed traps there being run by state troopers at 10 over and didn't get pulled. But in Delaware, there are tons of areas where the speed limits seem very artificially low where major highways such as RT 404 are set at 50 MPH. As such I can easily see someone from out of state blowing through a speed trap on a road like this doing 65, 70, and above winning the reckless driving lottery.
