If I was buying those wheels I'd use 255/40-18 tires. You're in Maryland, so the slightly wider tires aren't likely to affect your snow traction significantly and will improve your cold weather traction the other 98% of the time.

The ws60s seem to be overkill for your area of the country. There seems to be a wide selection of appropriate winter tires in 255/40. I'd go with the PA2, but only because I've been happy with them the last 4 winters in Minnesota, lake effect NY and Pennsylvania. If you were in Canada or the mountains, then I would recommend ws60s.
