Are all the other wheels in good shape?
Have they all been maintained the same way?
Have you had all the services done at a BMW dealership/shop?
If so, then it certainly points to a paint defect on the wheel. I would expect BMW to cover this unless the wheels have been mistreated.
If they stone wall you, ask to speak to the local BMW representative. Just calmly explain why you think BMW should cover it.
