There's also other issues, such as how the tire diameter grows with speed/heat, which throws off the speedo even further. This is why any sort of instrumented speed testing relies on a VBOX or some other GPS device.
I tend to agree with others on this thread: the difference between going 180-something and 200 is not just a few HP more. Even 20-30 hp is not going to do it. The car would need to seriously decrease its frontal area, meaning taping off all of the grilles and openings, narrower tires, etc. I don't even know how stable the car would be at that speed without more downforce.
