A stable car (understeer) is easier to drive at the limit. Also adding grip never slows down the car. All else being equal.

Enigma - I don't know if 9.5/11 combo would be faster or not. I think there's certain advantages to a 9.5/9.5 combo, but I don't know if it would translate to a faster lap time. Perhaps a 9.5/9.5 combo would just be more fun at a driver's school where lap times don't matter because the car would be more balanced. I think we'd have to ask the club racers who have more experiece in experimenting with different wheel and tire combos and then driving them at the limit.
