And I don't think that would be such a wise decision in the case of the owner anyway, suppose i wanted to get my front bumper repainted for rock chips.. why would I want/need the body shop to put that on a report?

It's not the body shop responsibility. Anytime and insurance claim is made on that vehicle it will show up on car fax or car proof.
