And I don't think that would be such a wise decision in the case of the owner anyway, suppose i wanted to get my front bumper repainted for rock chips.. why would I want/need the body shop to put that on a report?

I never said it was their responsibility. However, if I buy a car, I want to know if the previous owner had damage more than repainting that was repaired. I mention this because I had a similar issue with my old car. I rear ended a woman who came off a stop light and slammed on her brakes because she thought she saw a cat or some shit. I had the entire bumper replaced and one of the headlights as well because there was a small crack. When it came time to sell the car, it didn't show up on car fax. However, I mentioned this to everyone who inquired about the car. All I am saying is that one should not fully trust a car fax report for such issues.
