^^^ this man knows what he's talking about. That was a combination of bad lighting, phone camera and bad angle. They are much brighter than stock and I'm super happy with them.
With that being said the outer rings will never be as bright as the inner rings because the bulb is situated inside the headlight closest to the inner ring and then the light is dispersed through the AE "tubes" to the outer rings, I hope that makes sense. The only way to get them equally as bright is to actually remove the stock AEs and install aftermarket LED ones.
