FRM is the footwell module. It's responsible for the outside lighting, among other things. I've never seen one that needed to be reset to make lights function again, and I can promise you I've seen more cars than Tom or anyone else @ EAS.
If that's the case, a battery reset will accomplish the same thing without any tools or diagnostic equipment. I doubt that's the issue here though. Pull one bulb and see what the bulb looks like. I'm guessing you'll see it smoked. Then you'll know to get more bulbs to take care of it. Perhaps AiB or LUX are in your future!
