The spokes attaching to the lip of the wheel is part of the design and makes the wheel appear bigger. It's like the opposite of a dished wheel that ends up looking smaller than it is. I wouldn't want it any other way.

You can't roll M3 fenders, they're plastic. Spend a couple extra minutes and some effort on researching. Wheel/tire fitment is well known and there are even a couple sticky threads that would answer your questions.
