It's not okay to shave 9k off the original price, what you do with your offer is nothing else then offending him.
To do fair buiseness you can at best negoitiate and shave off max. up to 3k and that's with negotiation tactic's. Reconsider your offer please if serious unless you intensionally choosed to to toss the deal with such an low ball offer.
