Dont recall the process, but you can declare what you have and they will itemize (and possibly even sticker non serialized items) and give you a declaration card. You simply just give the card to the border agent if questioned on re-entry. I have not had any issues. I was questioned about my track wheels once - but when I said I brought them with me for the track and suggested she looked at them, she just sent me on my way.
