They are stopping them to get a payout.
This is in Baku, I've watched a similar stoppages from my hotel window a couple of times. The Azeri's are even more corrupt than the Russian police, at least when you're stopped in Russia you are usually doing something wrong, not all Russian cops are after a bribe, some actually give you a ticket without asking for a payoff, in Azerbaijan they just stop you for the cash, like what is happening in this video.

Must have only been in Eastern Europe, you would not be able to pull that in any western European country, even places like Croatia, Poland, Estonia you'd probably end up in gaol for trying to bribe a cop.
