I wanted to fall onto my own sword here and update you all on my saga. I blamed the fuel sensor and the NRW filter for my issues, but in fact my problems were caused by another stupid blunder.
I ordered the fuel conveyer assembly for a regular 3 series, not M3. This assembly consists of a regulator, a fuel level sensor and some pipes that siphon the fuel across the saddle into the other side (passenger side here in the states where the pump resides). The assemblies are visually IDENTICAL, but the pressure regulator stops around 5 bar, not the 6 needed for the M3. At WOT, I was down near 1 bar of fuel via ISTA diags and this was the root cause, most likely not the NRW fuel filter. So, i'm an idiot.
