I bought a car that had received a VAC rebuilt engine with sleeves. The engine has ~12k miles on it, ~5k by me, and it’s not had any issues.
I will say that VAC attempted to reuse the plastic vanos covers so I had to have those addressed, but I caught it before any damage was done. Running the Mporium covers now.
