I don't know, I can't use that site. links don't open for me. I looked it up on my copy of ISTA and searched here and never found a specific number for the bolt you're asking about. When I rebuilt my tensioners, anything that secured the pulley to it's mounting point on the tensioner arm got 40NM. Anything that secured the tensioner arm to the block got 24 NM (23.96 on my stupid torque wrench). If it's an M8 going into the OFH securing the idler, 40 NM should work. If you feel that's too high start off at 33 and if that feels like you're moving too much metal leave it there.
