This is beyond false and bad misinformation.

There isn't random rogue Shell stations that's getting "Non-Shell spec gas"

Fuel is a commodity product that can be carried and delivered by many different fuel jobbers. It's picked up at the different Fuel "Racks" that will add the needed additives as required for the different customers.

For example in cold parts of the country Diesel is mixed at the rack with Kerosene to "winterize" the fuel. Depending on where it's being delivered.

Or for example many Costco's had/have their own onsite detergents and additives dispensing system that would be metered and dosed out into the underground tanks when fuel is delivered, like pouring in a bottle of Techron but on a bigger scale.
