If you're assembling an engine with rods out of the block then you hone the rod bores after torquing to spec. This is the only way you can ensure a truly round bore with whatever hardware is being used.

According to Lang, they are specifically designed for the S65 to preserve the roundness of the bore while still facilitating easier installation with the engine in car.
Are you saying these are actually manufactured by ARP for Carillo (and Lang)?
