Edit: If you'll notice this car has not been prepped by the dealer yet. That means there are still shipping blocks in the front suspension which raise the suspension approx 1.5". That's why you see such a large gap. It has nothing to do with the wheel size.

yes, the overall outside diameter will be the same but the actual gap is slightly bigger from the
rim (not the tires) to the wheel well since the 18"s rims are smaller in diameter and have slightly fatter tires.
