If you have a tune for no cats, then the catalyst monitor will never go into ready mode.

Most states allow one monitor to be pending and still pass inspection, so you need to find out why the second monitor isn't setting. It could simply need more driving time if your driving sessions are only ever a few miles at a time. There are threads on this forum on the subject if you search for them. If you have no secondary o2 sensors installed at all then that is your problem. You may find it easier just to reinstall a factory exhaust setup, remove the tune, and retest after the monitors are ready.
