Help-Power Steering pump replacement problem!!

Okay guys...need help here. I had the car serviced for new power steering lines at an auto shop before picking up my car when i purchased it. After about 1,500 miles the power steering pump started to whine a lot. So i decided to flush the power steering fluid. Well that didn't fix! since it was bought as is...i can't take it back especially since it sat all winter and time went by...

Well i decided to swap out the pump that i got brand new from ECS, got new compression washers, marked the bolt to make sure the holes lined up with the line and i installed the new pump.

i started the car and the steering wheel is stiff as a board. I removed the cap to the power steering reservoir and it was still full. Nothing was moving inside at all...making me realize the pump wasn't working.

I took everything apart again today to inspect the belt, pulley and all the bolts and everything looks fine. started all up and the power steering pulley was spinning just fine.

Now i am stumped...is it a bad pump? Or am i missing something?
