I have another theory on this as well. As we all know dealerships are independent of car manufacturers. If BMW has identified an issue and cars haven't been delivered yet and I were a dealer principal I wouldn't want to use my service staff to fix an issue. Now I realize that dealers get compensated by BMW for any warranty work that has to be done to vehicles but I'm sure it's not at the same hourly rate that they charge us consumers. If there is a potential large delivery stop such as this dealers also wouldn't want vehicles occupying their lots and taking up service bays.

I think this is largely also why BMW will not deliver vehicles to dealers until this is resolved. They will either hold the vehicle in Germany or at port and fix it there before it's released to the dealer.
