Exclamation Whirling Noise @ Oil Filter Housing.... Anyone?

Per the Title.... Have a whirling noise coming from the Oil Filter Housing area. It's like a whirl, whirl, whirl and keeps cycling in/out not quite a constant noise while the car sits at idle. If you blip the throttle it goes away but comes back instantly when the rpm drops back to idle.

I did just change the oil right after the noise started and didn't see anything issues with the cap, used filter or in the bottom of the housing that I could see when doing the oil change... Nothing out of place....

Little stumped, anyone else had the noise or have any idea's?
