No real speed minimum, but in the
StVZO rules(what German car's need to meet, in order to get a full German lic plate - not a green tractor or moped lic plate) a car needs to be able to exceed 60 kph speed. Quads are banned from the 'Ring.
The 'Ring is a public toll road. Any car/van/RV/Bus/Truck can drive on it. An open TF(tourist fahrt) is not the event to put in a fast lap(time). For that one of the Green Hell Day's would be a better choice.
