test pipes will replace the primary cats while an x-pipe will replace the entire factory x-pipe. x-pipes will have different options such as what types of cats and whether there will be resonators or not. x-pipes cost more than test pipes, but many choose to do test pipes since deleting the primary cats is where the real power gain will be and it is much cheaper than purchasing a full x-pipe.
