Actually its not. It is about the hot pressure. So in the cold you start lower but the tire temps end up being the same. Just takes longer to get up to temp.

Most people, when its cold, go out gingerly on a warm up lap. Really need to go out a little more aggressive to build heat in the tires.

I usually drop it an extra PSI or two below my hot target so that as it gets warmer, I'm not always over my target.
