Because not everyone's car makes it easy to transport a set of track wheels to the track, or they don't want to deal with the hassle/cost of dedicated track wheels (or the higher overall running costs in terms of tread life and brake wear), or they don't want to get better simply by adding grip. I see PSSes on a lot of advanced run group cars, mine included.
Someone told me that it's better to have separate street and track tires even if I ran street tires on track because I would get a lot more track time out of my track tires.

I honestly didn't understand that. I'd bring one extra wheel/tire as a spare but I don't think you need to swap out street tires.
