Really? How do you know for certain? Do you have access to his personal computer? Have you seen and it read emails from him to me? Have you seen or heard of the logs he's done from other FI Ms? Do you know how long this has actually taken to get done the right way? Why would he outsource a tune and out his name on it? He did it himself, give the guy a break.
